Bihar: 51,389 Teachers to Receive Appointment Letters on March 9, Main Event at Gandhi Maidan

The Bihar Public Service Commission (BPSC) will distribute provisional appointment letters to 51,389 selected and recommended teachers under the third phase (TRE-3) on March 9. A grand ceremony will be held at Gandhi Maidan in Patna, where Chief Minister Nitish Kumar will hand over appointment letters to 10,739 teachers from eight districts at 11 AM. These districts include Patna, Nalanda, Bhojpur, Jehanabad, Arwal, Saran, Vaishali, and Muzaffarpur. Teachers from the remaining 30 districts will receive their appointment letters at their respective district headquarters. The Education Department has issued guidelines to all District Magistrates to prepare for the appointment letter distribution program.
Gandhi Maidan Event and District-Level Distribution
The Director of Primary Education, Sahila, has written to all District Magistrates, instructing them to arrange transportation for the selected teachers from the eight districts attending the Gandhi Maidan event. During the ceremony, Chief Minister Nitish Kumar will address the teachers and personally hand over appointment letters to 100 teachers. The remaining 30 districts will also hold appointment letter distribution programs at 11 AM, with the district’s in-charge minister invited to attend. Teachers and officials present at the district-level events will be connected to the main program at Gandhi Maidan via video conferencing.
Special Arrangements for Teachers
The department has directed that, given the large number of teacher candidates arriving from far-off places, ambulances must be arranged at all event venues. Additionally, proper seating arrangements for teachers have been mandated to ensure no inconvenience occurs.
School Allotment After Holi
Teachers selected in the third phase by BPSC will be allotted schools only after Holi. Following the distribution of provisional appointment letters, the Education Department will initiate the school allotment process. Furthermore, teachers whose counseling remained incomplete have been given another opportunity by the department to complete their appointment process.
D.El.Ed Candidates’ Counseling on March 11

The document verification for provisionally successful candidates selected for teaching positions in classes 1 to 5 under the Bihar Public Service Commission’s Teacher Recruitment Exam (TRE-1) will take place on March 11. The counseling will be held at the Madan Mohan Jha Memorial Auditorium in Vikas Bhawan, Patna. The Education Department has issued an official notification regarding this. This counseling is specifically for D.El.Ed candidates who completed an 18-month diploma through distance education institutes and were deemed eligible following a Supreme Court order.
Documents Required for Counseling
Candidates must bring their original BPSC admit card, 18-month D.El.Ed training certificate, and, if currently in service, a certificate from the school principal. The Supreme Court has recognized the 18-month D.El.Ed for primary education, and this process is being conducted based on the August 10, 2017, guidelines.
Matric Exam 2025 Answer Key Released, Objections Can Be Filed Until March 10

The Bihar School Examination Board has released the answer key for the objective questions asked in the Matric Annual Exam 2025. Students and parents can file objections to the answer key until 5 PM on March 10. The answer key is available on the Bihar Board’s official website, https://biharboardonline.com, where objections can be submitted online. Objections filed after the specified date through any medium will not be considered.
Evaluation Process
In the Matric exam, 50 percent of the marks in all theoretical subjects were allocated to objective questions. The evaluation of answer sheets will be completed by March 10, after which the preparation of results will begin.
Bihar to Face Scorching Heat from March, Record-Breaking Heat Expected in April

Bihar is expected to witness a gradual rise in temperatures starting from mid-March, with severe heat conditions likely by the end of the month. The state’s southwestern districts—Buxar, Rohtas, Aurangabad, and Kaimur—are forecasted to experience an abnormal temperature increase. From March to June, the maximum temperature in these districts could reach between 36 to 38 degrees Celsius, with heatwave-like conditions possible in some areas by the end of March.
Temperature and Weather Forecast
Ashish Kumar, Director of the Patna Meteorological Centre, stated that temperatures are expected to remain under control for the next week, but a 2-3 degree rise is likely after Holi. By the end of March, a heatwave situation may develop in the southwestern districts. In Patna and other districts, temperatures could reach 34 to 36 degrees Celsius. Winds blowing at 30 km per hour are expected for the next two days, and boatmen have been instructed to exercise caution.
Climate Experts’ Warning
Climate expert and CUSB faculty head Dr. Pradhan Parth Sarathi explained that the lack of rainfall during the winter and pre-monsoon periods is a major reason for the abnormal temperature rise. If the maximum temperature exceeds the normal by 6.5 degrees, a severe heatwave condition could emerge, which is detrimental to health. Light rainfall is possible in one or two places in eastern Bihar, but no significant weather changes are expected over the next three days (until March 8 and 9). Minimum temperatures will remain between 12 to 14 degrees Celsius, while maximum temperatures will range from 26 to 30 degrees Celsius.
Past Trends and Concerns
Over the past few years, an abnormal rise in temperatures has been observed since February. Previously, Gaya recorded the highest temperatures, but since 2019, Buxar, Aurangabad, Kaimur, and Banka have seen the highest temperatures. Record-breaking heat is anticipated in April this year, and people are advised to prepare in advance.
21 Lakh Children in Bihar Lack Aadhaar Cards, Hindering APAAR Card Creation

Following the mandate by the Education Ministry to make APAAR (Automated Permanent Academic Account Registry) cards mandatory for children, millions of children in Bihar may face challenges. Over 21 lakh children in the state do not have Aadhaar cards, which is a prerequisite for creating an APAAR card.
Obstacle in Achieving 100% APAAR Card Target
In Bihar, APAAR cards need to be created for a total of 1 crore 91 lakh children. However, children without Aadhaar cards will be excluded from this scheme, posing a significant challenge for the Education Department in meeting its target of 100% APAAR card creation.
APAAR Card Becoming Mandatory in Education
APAAR numbers are now being required in every education-related process, from filling out school forms to other academic documentation. Children without Aadhaar cards may face difficulties in the future due to the lack of an APAAR card.
Districts with the Highest Number of Children Without Aadhaar Cards
According to data recorded on the E-Shiksha Kosh portal, a significant number of children in several Bihar districts lack Aadhaar cards:
- Bhojpur: 22% children
- Arwal and Saharsa: 19% children
- Gaya: 18% children
- Nawada and Jamui: 17% children
- Aurangabad: 16% children
- Kishanganj: The lowest, with 21,000 children without Aadhaar cards
Obstacle in Opening DigiLocker
The absence of an Aadhaar card also prevents the opening of a DigiLocker account, which requires Aadhaar linkage. As a result, children’s academic documents cannot be uploaded to DigiLocker, further complicating their educational processes.
Need for Immediate Action
The Education Department must urgently address these issues to ensure that all children can benefit from the APAAR card scheme and access the educational opportunities tied to it.
